Naval Row: A New Way to Park near Canary Wharf

Introduction

Over the past decade, east London’s Docklands has become one of the city’s busiest mixed-use corridors. Anglia Ruskin University’s London campus, the exhibition halls at Excel London, London City Airport, and the DLR into Canary Wharf are all within a few minutes of each other, drawing a steady flow of students, travellers, exhibitors, and commuters through the area every day.

What the area hasn’t had, until now, is a straightforward place to park.

On the 22nd of July, Hozah opened Naval Row, a new 130-bay car park right beside East India DLR station, built for exactly that mix of drivers.

The Challenge

Naval Row sits in a part of east London where no two drivers park the same way. Anglia Ruskin students, London City Airport travellers, and Excel London exhibition visitors, Canary Wharf commuters and local residents all use the area differently. Each comes with different habits, and different patience for admin, permits and ticket machines.

The site had to work for all of them, and for anyone else who needs a space, without favouring one driver over another. That meant a single system flexible enough to handle a daily commuter, a one-off event visitor and a returning traveller equally well, with pricing and technology ready to serve every driver from the day the site opened.

The Results

Fast deployment: Naval Row opened on the 22nd of July with barrierless ANPR technology live across all 130 bays from day one, rather than phasing the system in after opening.

Driver experience: Drivers pay by using their car registration number, either automatically through Hozah AutoPay or in seconds through Hozah PayByWeb, with no ticket machine, barrier or app required. Parking starts from £2.20 for up to two hours, keeping the site competitively priced against nearby alternatives.

Parking control and compliance: ANPR cameras handle vehicle recognition and enforcement from the outset, giving the site accurate, camera-based compliance with no manual ticketing to manage.

A site built for mixed demand: Naval Row is designed to work equally well for a nine-to-five commuter, a same-day exhibition visitor and a student on a Tuesday lecture, all within the same 130 bays.

Bringing a Disused Site Back to Life

Naval Row had sat closed and unused for years before Hozah took it on. Reopening it has given the area something it lacked: a proper, reliable place to park, right beside East India station and within reach of the university, the airport, Excel and Canary Wharf.
